On May 31, 2010, the Legislative Affairs Office of the State Council published draft Administrative Measures on Qualification Cognizance of Food Inspection Institutions for domestic comments.  The Measures specify the qualification criteria for food and food additive inspection institutions.  The deadline for comments is June 10, 2010 and the regulation will come into force on October 1, 2010.  This report contains an UNOFFICIAL translation of the document.

On May 5, 2010, China¡¯s State Council Legislative Affairs Office (SCLAO) published the ¡°Administrative Measures for National Food Safety Standards¡± on its website.  The draft measures stipulate how a state standard on food safety should be formulated, addressing questions such as who can draft a standard and who approves a new standard.  Comments on this standard are due by May 25.

On July 20, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (AQSIQ) published a final Decree 118 related to quarantine inspection for feeds and feed additives. On August 24, AQSIQ published Announcement 372 relating to the implementation of Decree 118. This Decree will go into force on September 1. | Final Food Safety Law Implementation Measures | 8/20/2009 (Final; Implemented on July 20, 2009)
On February 28, China¡¯s National People¡¯s Congress (NPC) Standing Committee passed the first comprehensive Food Safety Law (FSL) after five years of drafting.  The FSL went into effect on June 1, 2009.  On April 24, the State Council published the first draft implementation regulation for public comment.  On July 20, the final implementing regulation incorporating public comments was published as an Order by the State Council.  This report is an UNOFFICIAL translation of this regulation.
